SCPPA is a Joint Powers Authority, formed under the Joint Powers Act of the California Legislature in 1980, and has 12 public power agency members (11 cities and 1 irrigation district). SCPPA finances the construction or acquisition of power plants and transmission lines, issues tax-exempt revenue bonds, and facilitates business on behalf of its members.
